There are at least 2 groups of blacks in Chicago.

The prewar elite, which is well-connected and affluent, and the poor postwar influx, which is desperately poor and has been abandoned by everyone.

To effect any change in Chicago, it will be necessary to disband the school board entirely and replace it with 3 people and a good software package. All the rest of the money should go to books, more (and better) teachers, and computers for the students.

Harold Washington in the 80's was a good Mayor, and did a lot for Black people, but the bottom line is, people just have to work or study to get out of poverty. No one's gonna do it for you.
Nothing's really changed since then.
In fact, the public school system sucks, unless you're talking Walt Disney Magnet School or Lane Tech.

True, there are vast areas of the city where white folks are afraid to go ,and vice versa.
Blacks, more or less, have the West Side and most of the South Side to themselves. Literally, everyone else crowds into the other areas, like the North and Northwest sides driving up rents, etc.
There are, however, lots of fine colleges in Chicago. I used to work at Kennedy-King College on 69th Street and the Dan Ryan. I took a walk around there once, and really liked that neighborhood. It's noticeably calmer than the Northwest side. Then again, there are quite a few black punks around there harassing non-black people, just for being there, or looking at them, etc..
Neighborhoods like that seem calm on the surface, but if you lived there, it is true you could be murdered in the night. I used to teach Mexicans English, in the Little Village Neighborhood, and always bought my lunch at this one cheap place, some kid serving me, etc., and then one day, the place was boarded up.
I asked what was wrong, and they told me it was robbed a couple nights before, and everyone in there was shot dead. (including people I knew, right?).
Everyone knows better than to live in a bad neighborhood. If I were a victim of a crime in Chicago and it happened in a neighborhood like that, the cop would probably scold me for living there. No joke.

black people live on one side and white people one another. the only time they meet is downtown or maybe at work.
