Should it be handed with the cutting edge towards the receiver or the handle towards the receiver?

ANYTHING with a point should be handed with the point facing the ground and the handle facing skyward. It should NOT be handed horizontally.

Handle towards the person receiving the scissors or knife, the sharp edge at the person handing the item.

With scissors you should hold the blades together and have the handle face the receiver. The outside blades of a scissor is not that sharp so if handled properly you shouldn't have any problems. With a knife you should hold by the handle with the sharp point facing the inside of your wrist with the side that is less sharp pointing up towards your arm.

The handle towards the receiver, (scissors, knife blade down sharp end toward you) the receiver should say "Thank You" Not just out of politeness but it tells the giver that the received has a firm hold of the sharp object and the giver now may let go.

That depends on how much you like the person you are handing the scissors to and how badly you want to cut them. ; -)
I always hand a knife or a pair scissors to someone else while I am holding the blade. This allows them to grab the handle and avoid being accidentally cut in the process of grabbing them.

You always hand a pair of scissors handle edge toward the receiver. Now if you're throwing them back and forth, it doesn't matter. You'll learn faster that way.
