and if so can they deny a person the right to be burried there?

Yes, I agree that a family may own a cemetery solely for the purpose of burying family members.

But, also, some people and/or families own cemeteries as a for-profit business. However, if they are operating a business for profit, they would want to sell as many lots and as many perpetual care contracts as they could.

Once a lot is sold, a private owner has no right to deny a person the right to be buried there.
