I have two 20 gal tanks with 2 young goldfish in each. One of my calico Fantails never seems to put her dorsal fin up. She seems to keep her anal fins folded too. And she only opens her ventral when she needs to swim.
She is very active, social, eats normally, seems happy, and has the same environment as the rest of the fish.
She's been like this for 3 days now.

Should I worry? Is she sick? Not happy (Free Willy style)?

Have you tested the water? If the water quality is good and she is swimming and eating fine with no signs of outward disease, I would have to say she is fine for now. How long has she been in the tank? Stress could play a roll however if the temps and water conditions are fine, I would say she is fine. Just keep an eye on her for the next couple of days.

Parasites or water quality [especially pH crash] account for clamped fins.

Check water quality FIRST, and treat with Salt second, praziquantel third. If it's your pH (or ammonia, nitrite or nitrates), then adjust the water parameters instead of salting or using medications.

Clamped fins can be a very vague symptom and usually means you have time to find out what's going on. Fish with clamped fins are ONLY unhappy, not about to die.

No matter wwhat you do, please check your water for Ammonia, Nitrite, and Nitrate. Establish that the Ph is higher than seven using any of the many great test kits available. To raise pH you could use Baking Soda for the quick fix and then follow it up with a buffer.

Look her over very carefully for any signs of any disease of parasites. You would be looking for discolored patches, white spots, red areas, white, slimy areas... anything like that. If you see nothing of the sort on the fish I would assume it's just the way the fish is comfortable at the moment and not worry at all about it. Just keep a watch for a few more days to be sure.

Maybe it's just the kind of fish it is.You shold check with the pet store that you bought them from.
