who comes late, leaves early, doesn't teach, surfs internet all day, ignores students and basically eats snacks all day. This guy has been getting paid about from 40k to 70k, since he started eight years ago. He actually boasts about how "kick-back" his job is. Because he has tenure, and because the principal is too weak to bother with him, nothing will change. He makes me so angry, that I have confronted him and told him to get his act together because we are on PROGRAM IMPROVEMENT which is an accountability program that has to do with NO CHILD LEFT BEHIND. His response was to GO TO HELL.
How do I deal with this guy? He's in my departement.

It was probably not the best idea to confront him. If you are at a continuation high school, YOU would be seen as the trouble-maker. It is a shame that he is so irresponsible, but it doesn't sound like things are likely to change, and he isn't actually injuring you, just not helping you as you might like. Learn to ignore him; you will be dealing with do-nothings like this throughout your life. Some people just see it as a game to skate through, doing as little as possible. The best thing you can do for yourself is to recognize it for what it is and not let it get to you so much. For what it's worth, the likelihood that he is being paid as much as you think he might be is pretty small. I can't imagine many teachers being paid $70K in high schools these days, especially in poor districts.

The best way to deal with a slacker is by excelling. The more you and your students shine the worse he'll look. Eventually your administration will notice the difference between the two of you.
Unfortunately, you can not change a person's behavior, but you can change the way you behave toward them. Confrontation will only make a bad situation worse. Do what you can with the students you have and make yourself available to his students because they will need you.
