If you are just referring to the actual movie then i would say Ivy because Mr. Freeze really lacks what he could be.
If you mean any Batman villain than I would go with the Joker, he has lasted the trial of time and still has been my favorite

The riddler was my favorite when I was little. The cookiness really went witrh his brilliance. They gave him a more mysterious side in the animation which I liked, but somehow I didnt go for Jim Carrey in the movie. Gifted actor, but just not the type to do the Riddler justice.
Also the newer characters like Bane and the Madhatter were cool,
I think the worst villian goes to the Egghead lol...who came up with that guy?

I'm not much into buying comic books. But I would say Cat Woman since she's a kind of hero-anti hero. She sometimes plays a hero and an anti hero to Batman.

Poison Ivy too because though she wants to hurt the human race. Her intentions of saving the plants are noble just that her means are not exactly correct, acceptable, ... etc.

If we're talking TV B&R, I loved the Catwoman when it was Eartha Kitt & Caesar Romero as the Joker. Burgess Meredith was a good penguin. I can't remember the name of the Riddler. I think it was Frank Gershin or something like that.

From the movies, I would say the Joker and Cat Woman. I didn't really like Mr. Freeze, the Riddler, or the Penguin.

I like the Joker, Penguin & the Riddler. These 3 always made the show exciting to watch!

The Joker because few super villains were dressed as clowns, and fewer still made silly jokes and laughed at batman while he beat them half senseless.
