Well yes and no. NOAA can predict a hurricane for 24 hours. Beyond 24 hours is a different story. I was in Pensacola, FL back in 1995. Hurricane Erin was predicted to hit Texas. However it pulled a right turn and headed towards Pensacola. The National Weather Service didn't issue an warning but the local news stations warned us about the change.

Hurricanes can be forecasted by using numerical modeling. With the numerical modeling they draw out maps and different grids that helps them figure where a hurricane goes. So hurricanes can be predicted, but like any forecast it still can go wrong. Well it has been said that global warming has made hurricanes more stronger and frequent. So the heavy pollution contributes to global warming which is human related activities.
