Since you can't compare one era to another without making allowances for the weaponry used and tactics employed, for effectiveness against superior numbers and weapons, I'd go with the Sioux, particularly the Lakota.

Persian archers were excellent archers and Japanese soldiers were skilled in archery even if the carried swords,during Ancient Persia and the mid 1500s these two groups were the most intense archers in the world.

It is of course difficult to deterime which individual type of archer was the most effective but as a group the Mongrel horse archer was certainly the most devestating.

Begining in the steepes west of China the Mogrel Horde moved west and destroyed everything in there path.

obviously the Maccabees because their accuracy was uncanny due to their innovated design of the arrowheads in the form of jewish stars which made for superior penetration of armour and flesh
