I would have tried some of the solutions that i read online but i dont know if they will work with the lock tite on it and i cannot hacksaw it because the head is flush with the paint on the car

You need to find what is called a drill out extractor. You have to drill a hole straight down the middle of the bolt then run in the extractor and run out you bolt.

What size thread is it and what color Loc-tite? With a larger thread size, say 5/16 and up, you have more options. If the thread size is smaller than 1/4, you will probably just have to drill (carefully) and re-tap the threads. Blue Loc-tite is not as strong as red. If red Loc-tite was used, trying heating up the screw if you can. I'm guessing if it is a screw, the thread pitch is pretty small. Grind or file down an old screwdriver to fit as tight as possible into the head.

Drill it out carefully with a bit that is slightly smaller than the threaded part of the screw and retap the hole.
