who decides to give an award such as for"physical science" in an annual senior awards?

I mean physical science means chemistry and physics. So does that mean that the physics teacher had to come to an agreement with that of chemistry or what? Im a senior at high school with AP chem and AP physics and was wandering who send this award to me.

In our school, each department meets and agrees on a plaque and medal for each area within the department. The plaque is #1, medal #2. I'm not sure what the criteria is, I'm sure that varies somewhat by department.
