Goodling testified that Gonzales' Deputy AG, Paul McNulty, perjured himself, lying to the committee in earlier testimony. The lie: McNulty denied Monica had told him about Tim Griffin's "involvement in 'caging' voters" in 2004.

Caging - you mail out registered letters to voters who are poor or even worse deployed overseas; the letters are returned as undeliverable; you then challenge the person's voting registration and since he can't be reached he is removed from the voting list. I can almost be ok with it if people move, they need to re register; but they should be able to vote at their new place. However what can happen is deployed soldiers vote absentee and they don't even know that their right to vote has been challenged and they have been taken off the rolls so their vote doesn't count. Nice - send them to fight then don't let them vote. Allegedly these republicans targeted the letters to voting demographics who tend to vote democratic - surprise surprise!! But it is wrong whichever side is doing it, we need more people involved and voting not less.

I had never heard of the term before. It is a method of voter suppression. Apparently the term is somewhat well known because the BBC used it in 2004 to describe the efforts of the Republican Party to suppress votes by targeting African Americans for voting challenges.

I think it has something to do with making it more difficult for certain groups of people to vote. Not impossible, just more difficult in order to supress voting.
