Try Macgruder/Hamilton Park. Usually great horned owls though sometimes barn owls or screech owls. They eat mice, small snakes, and amphibians such as frogs. Just make sure you go at night and bring a flashlight because they are nocturnal.

Hyatt Park - Hamilton Street and 36th Avenue

Tiny Park - 31st Avenue and Nicholson Street

Nicholson Park - 40th Avenue and Nicholson St.

Burlington Park - 46th Ave. and Burlington Rd.

Deitz Park - 4100 Block of Oliver Street

Edit: Oh, by the way, owls are usually found in the trees.

Edit #2: It's habitat in that part of Maryland is temperate deciduous forest, that is a mouthful but you can look that up on wikipedia or similar on-line encyclopedias.
