The tank will fill up with water and will leave very little air in the tank and I will have to drain the water in the tank to keep the motor from starting and stopping

Your water tank has a neoprene diaphram or bladder inside that keeps the water and air separated. The diaphram/bladder has a leak and needs to be replaced.

if you have power at the pump look to see if you lost prime at the pump some pumps won't operate without water at the impellers
