It's the same system that policemen use when they are scanning your speed going down the highway. They use the Doppler effect to measure how fast the ball is going and calibrate the known distance between home plate and the pitcher's mound (60 feet, 6 inches in the MLB) and use this to determine the speed (or velocity).
