In the past, this is what I've done with my salt water tanks. (For moves lasting no more than a few hours - for multi day moves it'll be more complex.)
1- Fish into home depot buckets - split the fish up according to behavior and your judgement. Not too many per bucket. Fill the bucker fairly shallow - oxygen is more important that water quantity.
2- A few buckets with clean water siphoned from the tank. I like to keep at least 50% of the tank water if possible.
3- Leave gravel in tank, with water level barely above it. This is to maintain some of the biological bed down there.
4- Pack up heaters, filters, pumps, etc neatly.
5- Place tank in new apt. Set up hardware - heater off for now!
6- Water from buckets into tank now. Make sure heater is submerged before turning it on.
7- Fill buckets with tap water and give it some time to settle and come to room temperature. (Add salt if you use it or any other ph additives.)
8- Place fish in tank. I don't like stress coat, but to each his own. DO NOT USE WATER FROM THE BUCKETS YOU MOVED THE FISH IN!
9- S-l-o-w-l-y add buckets of water. Turn on pumps and filters aswater level allows you. Do your best to make all water parameters as stable as possible.
I have done it this way on my salt water .. kinda reef .. systems with very few fatalities. (I can only think of one shrimp dying out of 3 or 4 moves.) Others may have more sound methodologies, but this has worked for me.

If this is just in the same building then the best thing to do is remove any larger rocks or ornaments and drain the water quite low. Then get a few people to help you carry it as is to your new apartment.
If it's a short drive away, drain the water into buckets that have lids and put the fish in those buckets. Leave enough water to cover the gravel and put the filter pad in an extra bucket of water. Then just put everything back (including the water) when you arrive.
For a longer move you will have to completely drain the tank and clean the filter and gravel. For this you will need to transport the fish in something that will help hold the temperature such as an old cooler.

This is hard to do but can be done. First you need to have clean safe containers for your fish during the move. Do NOT move the tank with them in it. Fill the containers with water from the tank right before you are ready to move it and add the fish to this water. This will help prevent shock since there will be no change in water chemistry or temperature during the change, but there will still be shock for them in the process of the move. Empty the tank as much as possible. Remember that water is HEAVY. You could use this as a water change time since you will probably not be able to save all your water anyway.
As long as the tank stays partially wet, there will be some beneficial bacteria surviving so don't dry the tank completely. If you have decorations, you might want to move those to a container of aquarium water as well since there will be bacteria colonies on them as well.
Move everything to the new apartment as quickly and as safely as you can and get it set up so you can get the water and fish back in there to limit the amount of shock your fish have to suffer through as well as to preserve as much of the beneficial bacteria as possible.
Keep a close eye on your tank for the next few weeks to make sure there are no ill effects. You might go through a small re-cycling process depending on how much beneficial bacteria you were able to salvage. You can purchase products to help the cycle and ease the stress the fish will be going through.

Get several large buckets, fill it with the same temprature water as the tank. Put as many fish in the bucket, with the fish being comfortable. Bring it to the apartment yourself or someone else to move them to the appartment. Drain all the water in the 30gallon tank and get 2 or 3 people to help you carry it in. If you need to drive there, just secure the tank and buckets to the vehicle and drive to your apartment.
