I'm looking to download a free express version of Visual Basic. I found a msdn.microsoft.com had exactly what i was looking for, except I have a Windows 98 (I know, I know), so it's not supported. Does anyone know where to download an older version that can be run on a Windows 98?

VB2003 will work on Win98 as well but you'll have to buy a copy, check E-bay
VB6 has a free version called the "Learning Edition" programs written in VB6LE can not be deployed to other machines. Many times this was bundled with instruction books. Check you local library for a VB6 book and see if they have the disks on file....

If you have a friend or colleague who has an MSDN subscription, you should be able to download VB6. VB6 works on W98 (more or less) though a lot of Com+ stuff won't run. Maybe you only need to write a simple VB6 program.
As you know, W98 is no longer supported (as of a year ago). You also know that Visual Studio Express Edition only runs on XP and Vista (some express editions may run on Windows 2000).
The express editions were introduced with Visual Studio 2005 and share code with VS2005. So you will only be able to run the express editions on platforms on which VS2005 is supported.
I think it is time to bite the proverbial bullet and upgrade to Windows XP. It is an upgrade that pays for itself. Once you have worked with VB .NET you never want to go back to VB6. Trust me. And once you have used XP, you don't want to go back to W98, watching scandisk checking out your C: drive after the system hung again.

maybe you should stop living in 98 and upgrade to XP, since vista is still crappy
