In Qi Men Dun Jia, we calculate Birth Charts based on the Four Pillars or Ba Zi, which refer to the eight characters which make up the year, month, date and hour of a person's birth.
Chinese time is based on the Cycle of Sixty, a continuously revolving cycle composed of Heavenly Stems and Earth Branches. There are annual, monthly, daily and hourly cycles of these combinations, and time is dated back at least several thousand years.

Many venerable "chinese masters" rely on the moon phases to get a month sign.
That's because the chinese year includes 12 moon cycles. A new moon starts the interval of any chinese month and ends the previous one.
Second, the earth's rotation period is used to get a sign. Example: from 11:01pm to 1am, it's the rat (i.e. gemini) sign. From past 1:01am to 3am, it's the buffalo sign.
This is absolutely reliable because the earth's spin is constant. The same portion of the earth is exposed to the same constellation at each day.
I still don't understand however where they got that year sign from. It's perhaps Lilith's position (the hypothetical "dark moon"...) relative to the earth's and the zodiacal constellations. A lot of chinese stuff is related to the moon(s).
Btw, the new moons aren't constant. You have to check for each new year... they differ from the "solar" months in that way.
The first moon sign in each year is the goat. It starts at the first new moon that happens after the winter solstice if i"m right. The Goat is also the first if you start to count from 1pm (that is, the "afternoon" of any day).
The first Year sign, again, is Goat if you start to count from year -1 to february of year 0.
If you want an example of how to get the three chinese signs of an individual I can give one here.
