The drive from Williamsburg to Norfolk will take you an hour minimum, depending on time of day and traffic - - particularly traffic around the tunnel.
If possible, book yourself a flight out of Richmond. Richmond is a smaller airport and generally more accessible than Norfolk.
There is the Newport News airport, which is also more accessible and closer (about 20 minutes) - - however, unless you find a great fare, airfare is going to be costlier for the convenience.
And just FYI - be prepared to connect to almost anywhere you go from Virginia.

Newport News Airport is actually located in Newport News, VA, about 30 to 40 minutes from Williamsburg VA. Good luck Native New Yorker

you have three choices actually:
Norfolk - 46 miles, 50 min
Richmond Int'l - 47 miles, 45 min
Newport News - right around the same area as Norfolk, but slightly closer.
