It is not like she is some random person who could use a fake and possibly get away with it. People are knowingly serving her alcohol and breaking the law with no repercussions. I am not blaming them for her own mishaps because it is mostly her fault, but why isn't the state shutting these places down that are serving underage drinkers.

Well, the bars are willing to serve her because if they serve her she will come to their bar. If she comes to their bar, they get droves and droves of other people to flock there to be in the same place where LiLo goes.
They are willing to look the other way, and if there is a citation they are willing to pay it, and pay off who they need to pay off to keep their license. The money they make from Lohan being there is plenty to cover those costs.

She's rich and famous. People like that have easy access to nearly everything. What club is going to say 'No' to her? On the downside all this easy access may contribute to her dying early.

she has a whole group of entourage who she pays lots of money just to take care of her
