My brother is downloading a bunch of random stuff onto my computer and he has no idea how to check it for viruses. My question is, is there a way i can let him go onto the computer and use his old apps, but block him from downloading stuff onto it? Like can i just make it madatory for a password to be inserted before anything can be downloaded?

Depending on which operating system you have, you could change it in the user accounts area ( for Windows ) or, to stop them from getting onto your computer all together you could go into the BIOS (usually by hitting "Delete" in the first few seconds of startup ) you could add a password there, it prompts you for it before it even loads the operating system.

There is a way to put a password on internet explorer if you don't want him to have access to the internet at all. ( at the moment I couldn't tell you how to do it sadly though. )

start (or pearl) control panel/ user. Add a password to your account and make him a LIMITED user. You might also get him to do your chores for a few weeks so you dont sow your parents the sites he's visited and the videos hes downloaded.

Create an account/profile for you and put you as the administrator, and make him another account that is not administrator, he won't be able to download anything!
