if i host a cs:s server it uses the upload speed right?(of my internet connection)
Well this slow down my download speed as well? (at all)

Plz correct me

Well yes it will affect both speeds. There are requests being made -- your download speed (think of it as inbound traffic) and the server has to respond -- your upload speed (think of it as outbound traffic)

A server will use more outbound -- it generally transmits more than it receives. But if someone is uploading a file to it then your download speed will be greatly affected.

isps limit your upload to approx 10 % of your download speed.
Any uploads will sap your download speed greatly,
It is cheap to host at any of the hosting services
Cheaper than the electricity you will spend
try 1 and 1 internet , bluehost , hostgater etc etc
