I don't see any equals-signs in your typing, so I'll assume you mean:

7x + 2y = 10
-7x + y = -16

Note that the coefficients of x in the two equations are additive inverses (7 vs -7). As a result of that, adding those equations vertically eliminates x and yields:

7x + 2y = 10
-7x + y = -16
==========
0 + 3y = -6

... which simplifies to:

y = -2

You can plug that value for y back in to either original equation to find x:

7x + 2y = 10
7x + 2*(-2) = 10
7x = 14
x = 2

No equal signs, i'm assuming you mean :
7x +2y = 10 -------------- (1)
-7x + y = -16 -------------- (2)
adding equations (1) &(2)
3y = - 6
y = - 2

substituting y = -2 in equation (1)

7x + 2(-2) = 10
7x + (- 4) = 10
7x = 14
x = 2
