I assume we are referring to the Gilded Age.

Amelioration in this context refers to the efforts to equalize conditions for lower classes- public education, hospitals, adoption agencies for children, rent control in cities, programs to feed the hungry and the like; and also to "stick it to the rich"- trust busting, business taxes, regulation.
