there may be sediment in it.

is it warm at all, sometimes if it is blocked you get warm up top, but not down the bottom.

turn it off and both sides, drain it disconnecting the two valves, using a washing up bowl. carefully!!

lift off brackets, carry outside, flush it.

reconnect.

add some anti corrosion fluid to your system, via the central heating tank, in attic (not your water tank!!)

You may want to replace the valves up stairs on the radiators if the will not open. Do you know if they drained the radiator before doing all of that work? I recently had similar issue - but had to do some maintenance and drained the radiator. When I drained it -- it also pulled all of the water from the radiators. I had to refill to the correct psi run for a while to circulate water then starting at the top of the house bled the radiators. If you had this profressionaly done - I would call back the people who performed the work as a possiblility - but the new valves are much nicer easeier to use because they use a flat head screw driver to bleed and go in very easily. Just make sure you clean the opening well once you remove the old one with a steel brush and use plumbing tape on the threads...Novice job.

Is this a steam radiator

If so, it could be due to a number of reasons. First, check the water level as indicated in the gauge glass. If the water level is too low, turn the fill valve on to put more water into the boiler.

Place a bucket beneath the system drain tube, then open the valve on the low-water cutoff. Drain water into the bucket until it runs clear, then close the valve. This should be done at least twice each year during the heating season.

Check the setting on the pressure control. It should be set to a low level (check with a steam heating contractor to learn the suitable settings for your system).

Does it make a whistle noise? If so, the radiator may pitch to one side. Take a level and determine if the radiator is level. If it isn't, it will not work properly.

Have you checked both valves are open at the base of the radiator if not 1 of the valves could have seazed shut and snaped off inside (new valve reqired in this case)

are the pipes to and from the rad warm? it sounds like a blockage. if the system is old the water will be black as ink and a sort of fungus forms, like scraps of torn up paper so investigate with caution. does the rad bleed up as quickly as the others? if so at least the blockage is only on one side. is there a point where one side is hot and one side cold?find that point and you may have the blockage

The valve to the radiator could be stuck. Try a gentle tap with a hammer.

Sounds like the valve is stuck off to me. Other than that, if it's the last one before the draincock, ie. the lowest rad of the system, it may be bunged up with muck.

Try turning the rad valve on and off a few times hard, may be faulty and sticking.

For some reason the water is not getting through, is it an old system full of sludge that has collected in this one rad.

Maybe there is a switch somewhere for a pump. all mine work upstairs, but I need to turn a pump on to heat downstairs. If no pump, then maybe the radiator is full of sludge.
