I doubt it, with the exception of being rowdy and making a lot of noise.

For the point grabbers, when a car is on blocks, the wheels are off the ground and the car is on private property

I did have a friend that got a DUI ticket while riding a horse..

As far as I know, yes. I know that if you are behind the wheel of a car even with no keys and are drunk, you can be ticketed. You might want to check with your local highway patrol on that since it is on blocks. It's not like you can go anywhere!

The police may be able to ticket you but if you took it to court and provided a photo of the car being on blocks and proved that it could not move then I'm sure the judge would throw it out of court.

I see this exceedingly much thrice a month.... somebody getting interior the left hand turn lane and changing their minds. I would not think so unless the motor is running, but I am not 100% sure on that!

I got an open container sitting in the passanger seat when the car was off and the driver was out of it. I would assume they can if the keys are in the ignition.

It is against the law to drive drunk. It is not against the law to be in a car drunk. If the car is never in motion, then no law has been broken.

Where I'm from it is an offence to be in the driving seat, drunk,regardless whether you are driving or not, to get a DUI.
