Talk about something that you're really interested in, possibly something you already know a lot about.
Another suggestion would be to think about something that you are interested in, but don't know much about. Use this talk as a reason to learn more about something that interests you. :-)

It should be about something that you REALLY enjoy or even REALLY dislike and that you wish others would enjoy or dislike also, this way, you don't really need any notes, just an outline and you will be able to answer any questions that are asked of you. In college, a friend of mine did a 7-minute speech on rubber-necking (when people cause more traffic by looking at accidents and end-up slowing everyone down even more!) It was hilarious and had everyone paying attention.

Definitely something you feel strongly about, or else your speech won't be heartfelt or convincing. Some suggestions:
-free birth control in schools
-student rights
-alcohol/drug use
these are all controversial issues, but you are being given the chance to influence people, and you might as well discuss something that could help the student body!
