You can find a possible explanation here:

Sometimes, "the curse" is associated with various forms
of "black-magic"/"witchcraft".

If you have injured, or harmed, or have been unfair, in a way
or another, with the members of the "Gypsy" community, in
general, the curse will affect you (or your entourage). But, if
you have a clean consciousness and a state of spirit similar
to the one of a child, the "curse" will not touch you (it will be
detourned; and it will go back to the one who has conceived
it--usually, an old gypsy woman).

You must treat the gypsies without discrimination; like any other
people. If you do so, you will never have problems with their so-
called "curses".

It seems that this practice has its origins in the Medieval Era.
In those years, due to the fact that the gypsies were very poor,
very despised by the people and very oppressed by almost all
the authorities, the "curse" was their only defense.
