Yes and no. No, the whole movie is not a flashback. And yes, I do believe that the kid at the end is the same as the kid in the beginning, but we are not supposed to make that connection as the viewer. Disney was probably short on money and probably didn't want to have to hire another kid for such a small part. That is my best bet...

I thought the boy at the beginning and end looked like the same kid, too, but I think your friends are wrong.
I think the problem with your friends theory is that the boy at the beginning is the one who started the singing, and there was a conversation early on in the movie with Norrington that the singing had begun, which is what prompted Norrington to step us his pirate hunt.
Also, the fact that the singing had begun was the reason the pirate lords had to gather together for a meeting, so it couldn't possibly have been a flashback.
