Whenever particular users try to save a file on the network, it says they can't, and saves it as a temporary file on their C: drive. They can open that, and save it over top of the original file, but have to go through the same thing if they want to save it again. anyone have this issue and know how to fix?

It sounds like the default file save location doesn't have sufficient rights to write a file. So the next default location is the temp directory. I would open excel or AD users and computers and look for the home directory location. Then browse to that directory and try to save a file there. If you don't have enough rights, then you won't be able to.
