Usually it's reflective paint- since palm trees are thin and their leaves are usually high- the paint is to keep cars or people from driving/walking into them.

There are many possible reasons:

* Because it looks pretty.
* To make them more visible to night drivers.
* To fool rats into thinking their not palm trees.
* To seal the base where it was shaved; protecting from insects.
* Because painting them green or purple would be silly.

Try contacting the Miami Grounds Keepers to ask them. I think they paint them to keep them from freezing in the winter. The paint keeps the moisture out of the base of the tree and therefore keeps the moisture from freezing and causing the trunk to break open and then falling over.
