The serving of BOTH items is called the "main course". The meat is a "dish"; the rice is another "dish" in that course.

A meal can have many courses, each made up of different dishes. In the first course you could have "dishes" of tomato basil soup and homemade bread. The second course could have a salad "dish"......so on, and so fourth.
The fried meat would be considered a dish, as would the rice, and if they were served together, they would both be part of a course.

Hope this helps!
