I asked. They said it's required by federal law.
And it was quite handy when a friend took his blind brother to the ATM because he merely sat in the back seat, typed in all the information asked for, and processed his money. From time to time, he has also walked up to the ATM and made his withdrawals.

and if hey are going to put them on the drive up ATM, why not put them on the switches on the dashboard of the car... we wouldn't want them to turn the air on their feet when they really need to defrost the back window...

just because they are blind doesnt mean that they dont deserve their own private bank account. some one else drives them, they get out or lean over them. the real question is how a blind person can tell whether a bill is a five or a ten
