What happened to Maddie was not done by a native of Portugal, I'd stake my house on it.
The Portuguese are very family oriented and extremely shaken by these events.
What the parents of this child did is illegal in England so why did they think the laws in Portugal would be any different? Leaving a child alone is not only illegal, it's damn right stupid. They are paying for their mistake now and hopefully the rest of the worlds parents will be more responsible and vigilant because of it.
Unfortunately humans have poor memories, irresponsibility and selfishness is rife... not to mention stupidity.
