If you want paying work in Hollywood, yes.
2. How do u get them?
If you're talking about FIlm or TV you're talking Hollywood. Take the very best classes and workshops that will develop that which is unique and true to YOU. Takes a lot of work to get to that level and the compitition is EXTREMELY tough and pretty cut-throat when you're starting off. Get roles in student productions and try to get clips of your part. IF they are VERY good, make an audition roll for agents. Remember there are humdreds of people coming to Hollywood every month so agents are usually flooded. You have to have something to show that they are going to want to look at.
3.about what time should u get one?
When you have your chops down and your SAG and AFTRA card. (They had been trying to unite them, they might be by now.) Used to be you could buy an AFTRA card (If that's still so, do it) but the SAG card has a Catch 22. You have to have a SAG card to act in a union movie and you have to have a directed part to get a SAG card. So for a beginner, the SAG card (Screen Actors Guild) is the BIG first step and people will do just about anything to get it. Although the casting couch always has been in active use, be careful. Reputations are developed early and hard to change. You want the reputation that fits your real personal character because that's what's going to make your career..
4. WHAT ARE THEY FOR??
An agent represents you to casting people, producers etc etc. A GOOD agent knows these people (In Hollywood they are constantly shifting around) and has enough respect that he can get you a bit part to start and if that goes well then an audition or two. You will be keeping an eye out for who's who, but spending most of your time working to keep alive and all your other time in acting classes and workshops. It is HARD TOUGH work. You simply won't have the time or energy to meet all the people that the agent already knows. Plus, a GOOD agent will place you in roles that will build your career (and his/her income as well) A BAD agent will stick you in anything they can which could make you look cheap and bad and ruin your career.

1. You don't have to have an agent to act in non-union plays, TV, films. You don't have to have one to act in some union productions. But you may be required to join a union, depending upon the circumstances.
2. You get an agent by building credits on your résumé (including professional training and experience in all acting arenas) and by being seen by people when you perform. And, of course, you get an agent by trying to get an appointment to be seen by agents, when your credits and skills are competitive.
3. When you have something to show an agent, you start looking for one. Also, when your income from acting or(?) has some chance of covering the expenses involved in supporting an acting career.
4. The agent is the middle person between you and the productions. The agent views the breakdown of all available acting jobs and submits you for parts. Sometimes, people submit themselves. Not the best idea. Shortcutting the system can work against you.

NEVER PAY FOR AN AGENT
Legitimate Agents are entitled to a 10% commission on the money you make as an actor. Only if you want to be a professional actor.
How much acting experience do you have?
Have you had lead roles in plays?
Join a community theatre.
