Solely from the internal evidence, this could instead be phrased, "What country read its Declaration of Independence at a Fourth of July parade?"
The answer is either the United States (see first link below)--in which case I wonder when they'll ask you who's memorialized by the Washington Monument!--or some other country. And if it's some other country, all I can say is that I don't know the answer, but hope it's in your textbook. In any case, I also hope that you'll share the answer with us, either by adding "Details" now or by commenting after you choose a Best Answer.
Because if you're expected to find the answer on the Web or in a library, I can only wish you good luck. I consider myself very good at using Web search engines, and I'm coming up absolutely dry, whether or not I replace "Fourth of July" with "Independence Day." (All I get are unhelpful sites, like the one already cited, until I start using your exact wording. And when I do that, all I get are links to either your Question or places where it was quoted in the displays for other Questions!)
