He not only divided the country but he blew our position n the world and the overwhelming support we had from the world after 9/11. He's not only a divider, he's nothing but political suicide for the U.S and the GOP. Any wise leader knows that when you're dealing with absolutists that you are dealing with mad men. Bush is that absolutist.

but he did divide a united people.

This became divisive. If he were just using this as a statement of being with the victims of terror or terrorists that could have been encouraging a united front.
Unfortunately, it was meant as you either agree with our approach to dealing with terror or you are for the terrorists. That becomes divisive. There are many ways this problem can be addressed, carpet bombing Iraq is not one of them.

That was actually more directed internationally. It didn't serve to unite or divide, though - the division was already there. What it did do, was convince many regimes to at least feign support for the US.
