i have a honda cbr 600rr 2007, can I switch my both headlights to be on with out one been a highs.

You could connect a jumper wire between the positive wires of each bulb.
But it won't pass your state's inspection.
To pass, a bike needs to have a high and low beam.

Both of the bulbs are both single filament with the same wattage, the only thing the makes one a "high beam" is a reflecter inside the headlight, so unless you want to make some rather significant modifications to your headlight housing, then one will be a high and one will be a low.
