Technically you could swim doggy paddle. The official strokes are defined by the motion that the swimmer must do. Breaststroke, Butterfly, and back stroke are given specific movements.

In the Individual Medley where a swimmer swims all strokes, the instructions are that the swimmer will swim, Backstroke, Breaststroke, Butterfly, and any stroke not previously swum.

Th most obvious answer is that Doggy are not yet allowed in the Olympics.

the next most obvious answer is that paddling doggies is considered cruel and PETA would be after you in a heartbeat.

The most pedestrian answer is that the doggy paddle is considered by most experts, to be an inefficient way to swim. There would be very little excitement or suspense, and all of the splashing around would make for very poor television. You might as well have Olympic swimming with floaties!

You could do doggy paddle during freestyle without being DQ'ed. Freestyle is defined as using any stroke, typically the front crawl. Therefore you could swim doggie paddle as long as you don't touch the bottom or the walls or do anything illegal while swimming it.

I hate to burst your bubble, but you're wrong. The strokes are Freestyle, Backstroke, Breaststroke, and Butterfly. If you watch the Olympics this is what they call the strokes.
