All you have to do is rewrite these equations to put the variables on one side of the equation and the numerical value on the other. Then solve by elimination or substitution

4x + 3y = 3
2x - y = -8

Multiply second equation by 3:
4x + 3y = 3
6x - 3y = -24

Add:
10x = -21

Solve:
x = -2.1

Solve for y:
y = 2(-2.1) + 8
y = 3.8

Check:
4(-2.1) + 3(3.8) = 3
-8.4 + 11.4 = 3
3 = 3
