If the sample is a fair (unbiased) sample, then the percentage found from the sample is the same as the percentage expected of the population. Designing an experiment, i.e., for taking the samples, is the subject of very large, complex textbooks on the design and analysis of experiments.

PS: The answer you give, 17.6%, is absolutely wrong for what you asked. Perhaps you copied the question wrong. Please go back and reread the question from the textbook and then rewrite it in Answers word for word.
