I've tried everything... Even REVLON Colorstay WONT stay on my eyes. I apply eye liner ONLY to the inner rim of my lower lashes to give them that cat like effect. But it always ALWAYS ends up under my eyes by the end of the day. I just want it to STAY where I put it. Also if you can recommend the best mascar too, that would be great. Thanks

The inner rim is kinda tricky because most products will breakdown on that inner rim with the natural acidity from your eyes. I've had longer staying power with the Guerlain eye kohl or the Lise Waiter waterproof pencil. If you are any good with gels the Bobbi Brown Gel eyeliner is a seriously stay put formula. I have to send clients home with makeup remover to even get it off. The catch is you have to kinda dry the area on the inner rim by blotting lightly with a q-tip and then QUICKLY apply the liner. If it goes on over a damp inner rim then it's not bonding to the skin and will wear off faster.
As far as mascara my favorite smudgeproofs are the Shu Uemura Basic mascara and Bourjois pump up the volume waterproof.

Eventually all makeup will tend to wear off, smudge, etc, after some wear. I have found it's not really the brand of makeup you wear (as nothing in makeup is a "one size fits all" no matter how much or how little you pay for it or like it..the "best" brand of makeup is all relative to the person who uses it), but rather using a "makeup setter." I have always had trouble with my eyeliner more than my mascara, but I recently bought a makeup setter spray that you spritz on your face after you've finished applying makeup. It dries almost immediately and sets the make up in place. My makeup has lasted HOURS longer without smudging than if I just wore my makeup without using the setter at all.

I dont know about eyeliner but, they best mascara that I have found that dosn't give me raccoon eyes in Cover Girl Smuge Proof and Waterproof. Ive taken showers and been on the river all day and it was still there! Just dont rub em or anything.
Cover Girl is cheap too.

Rimmel has the best inexpensive mascara. And as for eyeliner, sorry but, they all start to run after a while. Its because of the oil your skin gives off. But one of the better eyeliner is made by Covergirl

Gotta get a better brand. I like Smashbox and Clinique. Anything I've bought from both companies is smudge-free, but much pricier than Revlon.

I swear by Dior Show mascara and Benefit's Bad Gal. I also use MAC or Bobbi Brown eye liner gel. THE BEST! Check it out.

it stays but just in case cause of oil or whatever i always line the bottom, below my lower lashes, with a light eyeshadow to kinda catch the eyeliner before its starts running (:

One of the brands at Sephora has a waterproof eyeliner I think its by Make up Forever? I havent tried it but that might do the trick.

I know exactly what you're going through I wouldn't know about eyeliners so I guess you just have to live with it but when it comes to mascaras I LOVE Maybeleine's Define-A-Lash it's awesome!!!!!!!
