It is possible to keep guppies in an unheated tank, but even though they might live, they may not thrive if the water is too cold. A lot will depend on the temperature (and the stability of the temperature) of the room their in and how warm that keeps their water. Temps in the mid 70s is okay for them, so if you can provide at least this temperature on a consistent basis, you won't need a heater.
I'll post some lins below, including one from the International Fancy Guppy Association. If you like looking at the different types of fancies that are available, check out the guppy sections on aquabid.com - an online fish and related equipment auction.

Well, your average tropical guppies would need a heater, but theres another kind of fish that might be the kind of fish you need. Its call the Mosquito Fish (Gambusia Affinis) It dosen't hae any fancy long fins or flashing bright colors, but they are very easy to keep. They are commonly used in pools and ponds to reduce the mosquito population. And they are also live bearers. I have kept, raised, and bred many. Check out this link

Depending on how warm your house is, most likely you will need a heater. Guppies like the temperature around 76-78F, so unless your house stays fairly hot; go out and spend 5 bucks on a heater.
