She doesn't understand why you would need a hose that would stick out a window from a portable air conditioner. Any suggestions?

She may have had problems with past tenants. If so, it is doubtful you will change her mind. You can try explaining the necessity of the hose but not much you can do if she still doesn't accept it. Good luck.

Unless the lease specifies that nothing is allowed in the window, she can't tell you not to put anything there. I have a portable air conditioner, and the hose doesn't stick out; it's flush with the window. It's kind of like a dryer vent hose (looks very similar); the only thing you can see from the window is the opening from the hose, and that's just a 6-inch circular opening; the company supplies a rectangular foam pad with a circle cut out that fills the rest of the space between the window and the window sill - about 6 inches tall.

There is no way I would rent a place and NOT have any air conditioning what so ever!

No Air Conditioning = Me moving out and finding another place to live!

As far as im concerned, the land lady has got a choice...
A) Either install Central air if she doesn't want anything in the windows.
B) She allows you to install a window unit.

Now if the electricity is included with the Rent, then I could see why she would not want you to install Air Conditioning. However if you agree to pay for the additional electricity I do not see an issue.

If It was me, I would get the cheapest window unit and install it without doing any damage to the window. If she turns it into an issue, I would call the city housing department and see if there is anything they can do to step in.

But if im not mistaken, an Air conditioner is considered the almost the same as a hot water heater or a furnace. She is not required to provide it, but lets say you had a health issue that required you have air conditioning, there is nouthing she can say or do to prevent you from installing it as long as you do not do perminent damage to the apartment or place installing it.

If it's a SMALL room, they make a portable a/c unit on wheels that has an exhaust hose to the outside. The unit doesn't have to sit in the window, just a plastic tube.

All airlines have different rules regarding how much luggage you can take. You should look on their website for the terms and conditions and it should say there. It is unlikely you will be able to take it as hand luggage but you should be able to check it in with your suitcases but you might have to pay extra

there are also ac units that don't go in windows now and stand up IN the room. they are not too expensive and work great, i think they are more energy efficient and you can always move them from room to room if you want. try looking into one of those. google it.

Ask her to show just where in the lease that it says you can't use a a/c unit in your window. If she can't, then she has no right.
