A refill kit at wal-mart isn't printer specific inks they're universal and their inferior. Check out a Cartridge World or an Island Inkjet place. They will use printer specific inks, and likely sell kits. These won't mess up your cartidge or your printer if done correctly. Refilling is easy, I do it for a living. Seriously if you want I'll email you instructions on any cart you have.
Walgreens will fill for cheap but they are using universal inks, they have a machine that does it and it by definition has to use universal inks. Not all ink is the same and not all printers are the same but hey for $10-15 you could give it a go. They should guarantee their work and lets' face it if the cart gets messed up you had to replace it anyways.
You don't have to worry too much about that little circuit thing, basically if you touch it it's ok, you don't want to damage it, scratched, peeling etc, the fear with touching is a static shock (small, like when you walk on carpet) that can mess up the cart. But as long as you're not walking around the house on carpet rubbing a ballon on your head you'll be fine.

Don't waste your time with refill kits. Ink cartridges must be filled with exactly the right industrial strength ink and exactly the right amounts. It is highly unlikely that anyone can do this on their own at home. One thing you might consider is taking your empty cartridges to Walgreens photo department. They will refill black and white for $10 and color for $15. Just be sure not to touch the electrical circuit board on the bottom back of the cartridges or you will ruin it and they won't refill it.

they work, but are messy, and eventually degrade the performance and ink capability of the cartridge and the printer.
if you thoroughly clean the printer and empty cartridges after each refill, you will get better results. The inks are inferior to the manufacturers unfortunately.

I tried refilling my ink cartriges and after wearing half a bottle of ink, and having an ink cartridge leak in my printer and destroy it I absolutely refuse to recommend refilling your own cartridges, as there's no warranty if a cartridge you refill damages your printer, where if an OEM cartridge damages your printer the manufacturer will have to repair your printer.
