I'm pretty sure all anti-virus programs worth getting will make you restart due to the way they work.
It's hard to troubleshoot a specific situation without actually being there, but try a few different things. Viruses are the best coded programs in the world, so most of the time there are lots of flaws (which is usually bad, but work with me).
Does this "revert to last good config" always happen? Only on restart? What about after you shut down, and then power back up? What if you just cut the power to your PC (not good for it, but as long as you aren't doing anything at the time it'll be fine), and boot back up, does it still do that?
If you answered yes to all of these then it could be tricky, but... I had a virus once that i could never really fully get rid of... I got rid of parts of it... but not all. It ended up being as simple as taking some bad things off of my startup menu.
Go to Start > Run and type in msconfig and hit enter
Click the "Startup" tab, review all of the checked items, and do some research on them, just go to google and type in the name of the startup item
Usually neuber, liutilities, and auditmypc are the most knowledgable.
Go thru the whole list of checked items and uncheck any bad things you find.... reboot and hope for the best.

Turn off your system restore, install and run the virus program and get rid of the virus. Then restart your computer and turn system restore back on. System Restore is useful, except when you have a virus.
