This information is private and open to school administration only. If you had such a program, you could see not only your own info, but that of everyone else. It's like doctor-patient or lawyer-client confidentiality. However, your parents have the right to see your records. They need only ask to see the guidance counselor. As far as test scores, you are given these in writing. The computer programs are coded for each individual school. There is no universal code for all the schools in the country.

Wouldn't every student like to have access to that. What a mess the world would be in then. Just stick to studying and doing your best in your classes. Do not worry about having a program where you could acccess or switch your grades. If you want to know about those grades, classes, or scores on tests then make an appointment with your guidance counselor and ask to see those things.
