This should not be an expensive fix. $10-$20 material. Labor would likely be the plumber's minimum for a service call, $50 - $200 depending upon your location.

The PVC pipe should be adequate. The overflow is rarely needed. Is the over flow pipe plumbed outside of the house? Very important that it is.
My hubby is a plumber and would charge a service call (80bucks) and the cost of copper...approx. 20 bucks.
Fees vary....make lots of calls.
Hey, you could easily do it yourself too :)

Depends on where it exits to. In Florida, they had to exit the house. Some areas only require it go down to a maximum of 6" off the floor. Not sure why you bought the house before inspection (thats how your question sounded). If the deal is not complete yet, make the owner pay for it.

Can't even come close without knowing how much pipe there is to replace. If it's only ten feet or less and you don't do the work, you'll be cheated if it costs you more than $100 for a licensed, bonded plumber.

What is the water temperature coming out of your tap? If it is less than about 180, should be near 110 depending upon your thermostat setting, then the pressure relief valve has failed. Get it replaced. If the water is extremely hot, the valve is doing its job but the thermostat has failed to turn off power. Turn off power to the water heater and get the thermostat replaced.. In August, a hot water pressure relief valve failed in Phoenix, AZ. The water heater exploded, went through the roof of the home and landed 2-3 blocks (about 900 ft) away.

in the uk, if we run a pipe for safety device, it has to be run in copper.
pipe size depends on the length of run as the pipe has to be the right size for the volume of water escaping. there are rules about the length of pipe and what a bend equals in length.
get a plumber in to give you a price.
