An HTML Editor is software that is used to produce HTML web pages. As this can be produced by a plain text editor, Notepad can be used and that is the one shown in Properties on my PCs. It does not seem possible to change this. When I select View, Source, the HTML appears in Notepad. I wonder what happens if the Properties is blank.
You can also add an editor to Internet Explorer Toolbar/Command bar via right click on bar or icon and Customize. This one provided Notepad and Excel for some reason.

It's okay that it defaults to blank...you don't NEED an HTML editor unless you plan to write web pages! If you plan to write web pages you could use "c:\windows\system32\notepad.exe" or you could buy some inexpensive HTML editor (as I did) like WeBuilder 2007 or you could buy something REALLY expensive - you'll find lots of recommendations, I'm sure, from other answerers around here.
