how do you turn off the "tap" function on the touchpad of a Dell laptop?

looking to disable the tap-to-click function.

Look in the Control Panel under the Mouse icon
There will normally be a tabl for controlling the touchpad
(You did not give the model number so that is as specific as I can be)

circulate to start->Settings->administration Panel->Mouse. There must be a tab there categorised "gadget pick". In there you should work out a option to "Disable gadget" under the touch Pad settings.
