Sometimes, if it is affectionately. I love being called a lady, and do not understand the women who resent it. (It's out-dated feminist rhetoric, I think.) Dame is the proper name for a noble woman in England, or at least some of them. Chick or "chickie-poo," or something like that had better be reserved for amusing your closest friends and/or lovers, who understand you are being affectionate. And only rarely, very rarely, will the term "broad" work out well. And even more rarely on a lady whose bottom is somewhat larger than she would like it to be.
Check out the song "Honey Bun" from South Pacific: "And she's broad where a broad should be broad," is the classic line, and about the only one I can think of where that term works well. Even that may be misunderstood, since in the movie, it is sung to a sailor (male) in scag drag. (I.e., drag nobody expects to believe; humorous drag.)
